I’ve read the Wikipedia article but there’s too much jargon.

Can someone explain it to me like I’m a kindergartner? Bonus points for walking me through what the heck MySQL is as well.

I take it your friend wants to make money using google adwords.

Step one – make a website and post it online
Step two – apply for a adsense account with google, it take a few days to go through i think.
Step three – start advertising that website, and the money should start to roll in.

I believe you will still get charged. Google requires ads to contain a working destination URL. If the URL in your ads is not functioning, technically speaking your ads should not be running.

When you create your ads, you will select keywords for the ads. You enter your CPC for the keyword results. Example:

"widget" minimum CPC 2.00
"blue widget" minimum CPC .25

You can enter less than the minimum which is determined by a keyword "quality score" but the ad won’t perform as well. Generally a low quality score is because the keyword you’ve chosen is too broad.

Adwords is used to target a specific group of people using pay-per-click (PPC) advertising. If you want to do article marketing, try ezinearticles.com. You have to make sure that you have Google Conversion tracking installed and running. Should be under "Tools" in your account. What is your goal? Sales, PR?
Google Analytics will give you an idea what people are doing on your site, how do they navigate, where they are coming from etc.
